The Challenges Of Public Administration Around Comprehensive Protection As A Policy On Children Andadolescence In Ecuador, Its Impact And Relevance In The City Of Guayaquil

Abstract

The principles, declarations and guarantees that ensure the rights of children and teenagers to health, nutrition, education, to live in a family environment, to social welfare, constitute the fundamental aspect of the long-awaited comprehensive protection of children and teenagers. The attempts of the Public Administration before the challenge of a society filled with permanent changes due to a window that we can all see, without restriction, called the Internet, become negligible, while the actions carried out by the State are not achieved adjust to the reality of the new global society, giving as a regrettable result a widespread compunction in Ecuadorian families to see their children in a state of absolute leisure and some even taking drugs at an early age. This report corresponds to a scientific study, in which a hypothetical deductive method has been implemented, as a field study, after an exhaustive study of the history and doctrine corresponding to the evolution of the rights of children and teenagers and integral protection by applying a descriptive and historical method with the corresponding documentation and regulations. The field study has been carried out in large sectors of the city of Guayaquil in which various actions were carried out in order to identify the risk factors that affect the situations of danger that our children and adolescents experience.
